Title: "Disconnected: Join flood. Please wait a minute and then reconnect"

I'm trying to connect to the server (DM) and then appears this error. "Disconnected: Join flood. Please wait a minute and then reconnect". What the hell is this?

It is bug.. Admins must restart server.
